    As I said, annular tears can cause local pain (neck pain if the tear is in the cervical spine).

    Tears will only cause neck pain if not compressive as you have described.

    is it also true that forminal narrowing is harder to to deal with in relieving symptoms even if in the mild stage

    Foraminal narrowing is no harder than any other problem to handle depending upon the severity.
