Any thoughts on using Iron Neck to build neck strength in hopes of deminishing/resolving chronic trapezius and shoulder pain due to foraminal stenosis caused by both herniated discs and osteophytes?

I’m unclear what “Iron neck” is.

It’s a bungee device to stress the neck muscles. It can be effective if not overdone. Also, neck exercises here: https://neckandback.com/pre-and-post-op/neck-situp-exercises/can be helpful without the need to purchase a device.
