Hypertrophic scars (keloids) are not uncommon and superficial skin nerves can get caught up in the fibrous tissue. Over time typically, the hypersensitivity diminishes. Depending upon the age of the scar, massage of the scar can be helpful. I have never had to go back in on a healing wound for superficial nerve irritability.
