    There are two types of auto fusion in the cervical spine, congenital and developmental. That is, one occurs before birth (https://neckandback.com/conditions/klippel-feil-syndrome-congenital-synostosis-of-cervical-vertebra/) and the other one occurs with severe degenerative changes or inflammatory changes as you get older.
